Security Manager - Airborne ISR
Broughton
(March/April 2019)

About the role:
This role will report directly to the Group Security Manager. The incumbent will be responsible for all aspects of Protective Security (personnel, physical & information) at the Broughton & Waddington sites to ensure that Airborne ISR meets Security Policy Framework and Customer security requirements.

Main Duties:
Provide security subject matter expertise at the Broughton & Waddington facilities and advise site Leadership on all security related matters.
Attend Management Review Boards (MRBs) to represent security matters at Leadership Team level.
Achieve and maintain required HMG security status
Identify, report and manage site specific security risks utilising risk management and governance processes and tools.
Manage all aspects of site protective security (personnel, physical & information) at the Glenrothes site including the protection of Government Classified Information (GCI).
Manage the site Security team.
Manage 3rd Party security services e.g. Man Guarding and ensure they meet their Service Level Agreements (SLAs).
Deliver security awareness training (induction, refresher, annual) in line with Security Policy Framework (SPF) requirements.
Build a positive security culture within AISR
Report and investigate security breaches, contraventions and incidents.
Liaise with customer accreditation authorities.

Job Summary
As a member of the Raytheon UK Security Team, the Security Manager supports and enables operations by providing security expertise and advice, implementing and managing risk commensurate security programmes and by providing assurance that the protective security controls meet customer and HMG requirements.
Responsible for advising site and project leadership regarding all aspects of protective security and will undertake specific security administration activities to collect and analyse information required to enforce security controls within the site managed service to meet the requirements outlined in the Security Policy Framework and Security Guidance.

Key Responsibilities
The Security Manager's specific roles and responsibilities include the following:
Responsible for day to day compliance with RUK internal security procedures and external HMG SPF security requirements.
Maintain oversight and awareness of security and industry best practice via HMG Government and associated departments/organisations, Industry bodies and private sector companies.
Ensure security procedures are adhered to by employees and 3rd parties working with HMG Government Classified Information (GCI).
Provide advice and guidance on the requirements of the Official Secrets Act and the Cabinet Office's Security Policy Framework.
Represent security matters at Business Management Review Boards (MRBs) and acts as security champion within the organisation.
Liaise on security matters with relevant personnel from external parties (e.g. clients, HMG departments, accreditation and industry bodies).
Act as the AISR focal point for crisis management and manage the Send Word Now (SWN) tool.
Ensure Security Aspects Letters are appropriately signed, acknowledged and communicated internally.
Review of project specific Security Aspect Letters (SAL) to ensure appropriateness of information classifications and the controls in place.
Release guidance and information to sub-contractors to allow them to support in delivering projects.
Audit sub-contractor and supplier systems, processes, people and policies where we require them to hold data on our behalf.
Administer and assist in the provision of Training, Education and Awareness for those people working with HMG Government Classified Information (GCI).
Report and investigate security breaches, contraventions and incidents.
Manage security arrangements for Off-site events.
Provide guidance to Line Managers, HR, and individuals on Vetting Clearance levels and aftercare processes where there are changes in circumstances.
Implement the security communication strategy to improve security awareness across the business.
Collection and submission of security metrics.
Maintain a record of all Government classified contracts (received and let), in liaison with the Contracts function and other stakeholder groups.
Undertake periodic classified material audits and musters.
Undertake spot checks in the premises and perform formal security audits - at least one in each location annually.
Maintain Security Risk Management documentation including site Risk Register.

Skills and Experience
Working knowledge of the ISO27001:2013 standard.
Excellent written and verbal communication skills
Demonstrable experience of managing security stakeholders (HMG Government and affiliates, clients etc.) and liaising with relevant security authorities
Trained, or willing to undertake training in, and with demonstrable understanding in the following areas: -
HMG Security Policy Framework.
HMG Security Controller Roles & Responsibilities.
HMG Vetting Procedures.
HMG Government Security Classifications and the management of Government Classified Information (GCI) at all levels.
Knowledge of the HMG security policies and guidance (e.g. Security Policy Framework (SPF), Information Assurance Standards and Good Practice Guide.
Experience of dealing with internal and external agencies and other 3rd parties in conducting security vetting of staff.
Dealing with stakeholders successfully across all levels of a business.
Working with Government Agencies to ensure the security of information.
Audit of process and controls of live projects.
Comprehensive experience of working with HMG information assets in a secure environment.

Personal
Able to respond to intruder alarm call-out (Broughton location), on an as-required basis;
Able to obtain and maintain Developed Vetting Security Clearance.
