Job Details

The Bid & Proposals Manager is responsible for managing a multi-disciplined company wide Bid Team, reporting to the Capture Leader. They will be responsible for developing and implementing the Bid Management Plan with primary responsibility for Bid governance compliance, the management of proposals and associated reviews.

The successful candidate will be a driven and experienced bid / project manager with a proven track record of developing and implementing effective bid and proposal management plans in order to deliver win strategies and secure business.

The role will be based in Broughton, but will be expected to work on other Raytheon sites as required;

Leadership

  • Demonstrate integrity, commitment, and excellence and work with the Capture Leader to align the Capture/Bid Team around a common vision and goal
  • Delegate roles, responsibilities, and decision-making appropriately; shares responsibility and accountability with the bid team and promotes autonomy for others as appropriate
  • Develop, communicate, and manage team performance
  • Mentor Bid Team members in effective bid and proposal development methods using lessons learned and best practices from industry
Agile Decision Making

  • Actively listen and solicit input from key internal stakeholders and bid team members
  • Determine when change is warranted and commit to course of action once decision is made
  • Define problems clearly using team inputs, thoughts and opinions and identify alternate solutions
  • Work with the team to define and take appropriate risks and accept responsibility for outcomes
Relationship Management
  • Support the Capture Leader in relationship management activities associated with the Capture
  • Respond appropriately to internal and external stakeholders and bid team members
  • Communicate openly and honestly with internal and external stakeholders and bid team members
  • Consistently deliver on promises made through all phases of the bid
  • Prepare and delivers clear and concise briefings
Bid and Proposal Management
  • Support the Capture Leader in developing a capture strategy that offers a differentiated customer-focused solution
  • Work with the Capture Leader to develop a bid strategy, implementation plan, and budget and effectively transitions capture strategy to the bid strategy
  • Take initiative to build an effective, motivated, and winning Bid/Proposal team by identifying and obtaining key cross-functional personnel and other required resources
  • Develop and implement the bid management plan with primary responsibility for the proposal and all associated plans and selling material, together with governance compliance
  • Lead and manage the Bid/Proposal Team (Volume Leads and production staff) through all proposal aspects, including, budget administration, resourcing and facilities
  • Define/tailor and implements a suitable Proposal process to fit the capture timeline, integrating solution refinement/freeze with proposal development activities
  • Ensure ITT requirements are identified and addressed, determines appropriate proposal document structure and manages storyboarding and win theme development activities
  • Prepare and trains Proposal Team members, in the Proposal process methods to ensure understanding and adherence to the process, practices and schedule
  • Drive the Bid/Proposal team to develop differentiated customer focused solutions based on an analysis of customer issues, hot buttons and key performance parameters; and an assessment of competitor's potential solutions
  • Drive the Bid/Proposal team in developing a cost effective solution that meets Price to Win and Design to Cost Targets
  • In coordination with the Capture Manager, selects reviewers and schedules/organises key proposal reviews to assure proposal material quality, compliance and consistency across the proposal and associated plans and review material
  • Manage the business approval process, scheduling all governance reviews and coordinating the production of governance review documentation
  • Manage any security and export approvals associated with the bid
  • Manage the final editing, production and delivery of the Proposal
  • Ensure configuration control of all key proposal documentation and ensures effective communication of changes to key stakeholders
  • Manage any re-submission or clarification activities through to contract award
  • View the Bid like a program and uses proven program management tools and techniques to establish, update, execute, and measure bid management plans
  • Create operational efficiencies in execution through compliance with, and effective process tailoring of Winning New Business processes by leveraging lessons learned
  • Use proven financial management tools and techniques to deploy Bid/Proposal funding effectively in order to deliver the win strategy
Required Skills & Experience

  • Project management and experienced in bid and proposal management including winning new, repeat or follow on business through leading and supplying winning proposals.
  • Strong leadership skills and proven track record of delivering winning proposals.
  • Capable of managing and motivating a diverse multi-disciplined team to deliver innovative solutions.
  • Innovative and proactive problem solver, able to anticipate and plan to mitigate potential issues.
  • Must have strong people and influencing skills that can be applied at all levels in Raytheon, with the customer and industry partners.
  • Excellent verbal, written and presentational skills.
  • High attention to detail and accuracy.
  • A strong Defence/Aerospace background with understanding of the UK MoD requirements definition and procurement processes.
  • Eligible for or holder of current SC security clearance (RSL will sponsor as required) and prepared to undergo DV Clearance.
