Digital Business

Digital is the newest business in the Cyber and Intelligence Division of Raytheon UK. It delivers Cyber Security and Data Science advisory and technical services to clients through a number of Practices, each focused on a particular market sector and led by a highly experienced Practice Director. Raytheon UK Digital takes real care to understand the unique challenges face by individual clients, working in close partnership to reduce risk and realise opportunities through advisory and technical excellence, supported by an ecosystem of other trusted suppliers.

Each practice comprises highly skilled and experienced consultants, business analysts, security and technical specialists, grouped into bespoke teams to meet client requirements. Additional specialist staff can be drawn from other areas of Digital and the wider Cyber and Intelligence business. The Practice is responsible for identifying and developing new business opportunities in its sector, delivering advisory and technical services to meet identified client needs, and to also identify and pass on new business opportunities to other areas of the Cyber and Intelligence business.

Sector Focus

The Digital Practices will initially be focused on the UK Government sector (which includes Defence, other Whitehall Departments, agencies and in time is expected to include local government), Critical National Infrastructure (CNI) and Transport (which includes road, rail, sea and air infrastructure and businesses). As the Digital business develops it is expected that the number of Practices will increase and the scope of each Practice will be varied accordingly, depending on the identified potential in each sector.

We expect you to have a general understanding across the sectors described above, and how to successfully bid against government and private sector requirements.

Location

The business will be centered primarily in London, with satellite offices in the West and Northwest of England. You will routinely be based in one location, but will be expected to travel occasionally to other sites for meetings.

Summary of Role

As the Bid and Proposal Manager in the Digital business you will be responsible for the development, management and coordination of a number of concurrent bids for advisory and technical services, some of which will be competitive and some continuation contracts. The role will require you to support the Practice Directors' strategies for winning business in their sectors and working with Managing Consultants to ensure bids are efficiently managed and compliant with governance. You will be expected to formulate bids, draft gate packs, ensure artifacts are properly presented and supporting functions have endorsed the basis of the bid. You will be confident at briefing the material to management and working against tight timelines. You will also be familiar with how framework contracts operate, identifying and tracking newly published opportunities on relevant business portals and highlighting these to the Business. You will also be responsible for coordinating Digital bid activity with that of the wider C&I business.

Main Duties

  • You will report to Head of Strategy/Business Development in C&I functionally, and will take day-to-day direction on tasking and priorities from the Head of Digital and the Practice Directors.
  • Monitor relevant framework portals and identify potential opportunities to the Digital business
  • Run a Digital opportunities database and run regular reviews to ensure all potential opportunities are identified, triaged and where appropriate acted on
  • Ensure that all bids and proposals are managed in accordance with Raytheon policy and governance
  • Draft and present gate packs
  • Run workshops and reviews in support of capture and bid activities, in accordance with Raytheon policy requirements
  • Coordinate the drafting, review and submission of proposals to clients
  • Maintain a bid library and ensure the capture of lessons learned and application of best practice
  • Coordinate Digital bid and proposal work with wider C&I bid activity, ensuring that Digital entries in the central database are kept up to date
  • Develop relationships with other suppliers for both collaboration and partnership, and to identify competition
  • Manage the budget allocated to you for your Bid and Proposal work.

Candidate Requirements

Essential:

Proven ability to develop strategies, identify opportunities and secure success
Knowledge and experience of government and private sector bids and proposals
Attention to detail and experience in the production of high quality and well-presented bid and briefing material
Proven track record of managing teams to deliver outstanding results

Desirable:
Holder of current SC/DV security clearance, or willing & able to obtain SC/DV clearance if not currently held.
Experience and evidence of success in Business Development, and the development and management of opportunity pipelines
Degree in Scientific or Engineering discipline or significant relevant experience
Domain knowledge and experience in the broader Government , Critical National Infrastructure and Transport sectors
Experience and Knowledge of the UK Domestic and International cyber markets and solutions
Knowledge of the cyber market and familiarity with cyber security and data analytics capabilities
