The Home Office are seeking a Knowledge and Research Manager to join them at Buckingham Palace, Security Director’s Office, London.

Team: HOME OFFICE|Capabilities and Resources

Initial contracts will run until March 2020 and offer a rate up to £490/day.

IR35 STATUS: Inside IR35. This engagement has been assessed by the public body as Inside IR35 legislation. Candidates would be required to operate through an umbrella company on this engagement.

This role requires Active SC (Security Check) clearance. Applicants require active SC clearance or the willingness to go through clearance before starting on site. Candidates with current clearance will be preferred.

Main Responsibilities

  • Successfully building framework for all service areas
  • Gathering information of best practice in security from OGD
  • Engage with key stakeholders across government to ensure transparency of service Delivery
  • Implementing and testing services and re-evaluating as needed to successfully deliver pilot
  • Seeking and identifying Personnel & Physical Security best practice procedures from across Government, third party providers, e.g. industry and academia and from Technical Authorities
  • Development of written materials detailing best practice and expert advice for customers.
  • To develop and maintain effective relationships with Senior Security Advisors (SSAs), Security Advisors (SAs) and Chief Security Officers (CSOs) across Government.
  • Ensuring alignment with counterparts in the other Security Clusters/Centres of Excellence.
  • Maintaining and developing relationships with the Intelligence Agencies, NTAs and other key partners.
  • Develops self in line with security professional standards and contributes to the development of the specialism.
  • Promotes Personnel & Physical Security as a business enabler
  • Produce regular written progress reports and have excellent written and interpersonal skills

Skills and/or Knowledge Required:

  • Experience of producing quality standards and guidelines, seeking and adopting best practice as appropriate.
  • Explains complex and technical information, both written and verbal in a way that is understandable to the receiver.
  • Anticipates the evolving information needs of the service and delivers high quality standards for stakeholders.
  • Experience of influencing stakeholders to take action by negotiating mutually acceptable outcomes and building strong relationships based on credibility and trust.
  • Good understanding of general security including Personnel and Physical Security
  • Working knowledge of Cyber Security

Qualifications and Experience

  • Wide general experience of working in Personnel Security.
  • Proven ability to operate as an adviser / consultant (good personal engagement, excellent listening skills, excellent verbal and written communication etc – including experience of dealing with senior people).
  • Solid understanding of the Civil Service and in particular the Civil Service Code.
  • Strong understanding of general security including risk and threat assessments and Physical Security.
  • High level of experience of managing, working in, or with Personnel Security Teams.

Candidate Eligibility

Candidates must be eligible to work in the UK, this role will not offer Visa sponsorship. Tier 2 – General visas are cannot be accepted. This role requires that candidates be willing to undergo BPSS (DS) Baseline Personnel Security Standard (with a Disclosure Scotland).
