Our client, a large government customer, are seeking an Enterprise Architect – Support Data to join their team. The role is based in Bristol. The role requires SC clearance.

Requirements are scheduled to run until 31/03/2021.

Rate: £480 - £580/day

IR35 STATUS: Inside IR35. Our client has indicated that they intend to operate the engagement as Inside IR35. Candidates would be required to operate through an umbrella company on this engagement. The rates above represent rate payable to the umbrella co.

Overview

As part of the enabling activities and understanding of data and data services is a key element. In particular a coherent design for Support Data is needed to provide capabilities through services and techniques to build distinct data centric functions for consumption by users and applications; deliver a strong foundation of good quality data, which will be built on data source by data source offering an expansive platform; support rapid ingestion and integration for faster analysis and access to data; and deploy a platform (or platforms) to support data curation and all its data integration requirements.

This will be provided by four elements acting together to deliver a strong foundation of good quality data.  These are (a) Support Data Warehouse Layer with specific marts to deliver BI and periodic cohered reporting; (b) master and reference data controls that define how and where data is disseminated across the landscape; (c) archiving Layer with safe, enduring, auditable records; and (d) Operational Data Services (ODS) Layer will support system-to-system exchanges, status and ad-hoc real-time demands.

The ODS layer will deliver a set of wrapped data services as required to support the business with future plug and play capabilities. The ODS will provide raw and curated data for cognitive and digital consumption for both the platform and exploitation services layers. It will include data transport between other services and applications; access, transformation, discovery and exploration of data; data cleansing and management; ad hoc analysis; advanced analytics and modelling.

To support all this, models are required at a detailed level of granularity that explain how DSp works.  One of the critical models provides an end-to-end understanding of current behaviours in, and adjacent to, DSp IS for our 14 most common processes.  These end-to-end Data Flows have enduring value in explaining and evaluating the scope and impact of future change; describe the constraints that will hinder any technical or business process transformation (such as envisaged by BMfS) and can be used to analyse issues of data reconciliation, data quality and data exchange between DSp and other Authority systems and third parties.

This particular task will:

  • Further develop a technical service description of the BMfS Operational Data Services layer outlined above
  • Further refine the DSp Conceptual Data Model and develop Logical Models for the DSp INFORM capability areas (and related sub-domains) that complement it.  Provide an overlay of master and reference data against these models.

Prospective candidates will work as a team member in a small team to develop or support the development of:

  1. Technical services definition of the Operational Data Services Layer
  2. Data Models
  • The DSp EAP Conceptual Data Model will be further refined and a logical data model will be developed that complements it. The taxonomy developed must be able to work consistently across other DSp EAP and CIO work and should be conformant with wider standards. The outputs will be in the form of updated Information and Data Conceptual models which will be aligned to existing models.
  • Specific output formats will be agreed with the DSp EAP team representatives and the models will evolve through an agreed and reviewed set of iterations following the 2 week sprint pattern. Should tools be required to capture the data models these will be identified at the beginning of the task but are likely to be a combination of Visio representations and BiZZdesign ERD or Archimate models.
  1. Applications mapping
  • In addition to the above a mapping of applications in the DSp domain to the Conceptual/Logical Data Models will be carried out to identify master and reference data usage.

Outputs from the tasks above will be:

  • Definition of the BMfS Operational Data Services layer, including:
  • Scope
  • High level architecture
  • Design of layer services
  • Identification of products that could provide elements of the ODS layer to demonstrate the feasibility of implementation
  • Definition of a putative timeline for deployment
  • Logical Data Models corresponding to the Conceptual Data Model and master/reference data mapping
  • Prospective candidates will be expected to work as part of a team and collaborate closely with staff to support these activities providing the value of “been there and done that” experience.
  • Candidates must be able to work with stakeholders at all levels and be proactive in their engagement.

In particular candidates with all or some of the following will be of particular interest.

  • Experience of Enterprise level Information Architecture in complex transformation programmes
  • Experience of defining and architecting an Operational Data Services layer in a major customer
  • Experience of Conceptual and logical data modelling some developed by reverse engineering from existing systems
  • Experience of Systems integration
  • An understanding of logistics
  • Archimate, TOGAF, UML
