A very well-known Scottish Public Body, with offices in Glasgow City Centre are seeking a Procurement Manager for a fixed term contract until the end of January 2024. This is a fantastic opportunity to take your procurement career forward in a well-known public sector organisation.

Your new role

Responsibility for the development, implementation and delivery of the procurement workstream required for the staging of the Cycling World Championships 2023 in accordance with and current Procurement Directives. Develop and manage a tender wave plan related to CWC 2023, applying the principles of the Scottish Government Procurement Journey, seeking opportunities to rationalise and consolidate commodity outputs across the event staging requirements. Prepare and submit correspondence and recommendation papers for appraisal and approval / decision-making within an agreed governance structure and in line with the operations manual for the CWC project. Develop and implement commodity strategies, based on sound market research and engagement, considering whole life costs, market forces and risk, including but not limited to Cyber Security, Data protection, Brexit and COVID-19.

Seek out, initiate, and lead cost reduction Initiatives across the CWC project, ensuring that value for money and best value efficiencies are achieved and recorded in all procurement decisions, while operating within strict adherence to internal and external procurement policy. Ensure that the Sustainability Procurement Duty is at the heart of all procurement activity and that the sustainability and legacy aspirations of the project are reflected in specification development and contract. Operate a programme of Contract & Supplier Management, aligned to the Scottish Government Procurement Journey, ensuring that the key outputs of the commodity strategy are achieved, risk and contractual compliance is maintained, and that operational performance and efficiencies are realised. Maintain key stakeholder engagement, management and communication within the project and the wider audience, ensuring that governance is adhered to and information shared at a time and in a format appropriate to the stakeholder. Support the implementation of ePurchase Cards within the project in line with Scottish Government Policy and represent the CWC project during internal and external audit on procurement matters, ensuring that the organisation can evidence compliance with relevant procurement directives and policy through the production of supporting audit files.

What you'll need to succeed

Extensive experience in procurement for a large organisation. Public Sector experience advantageous. Excellent stakeholder management and communication skills, and the ability to work on their own initiative. A wide knowledge of contract law, EU and UK procurement legislation alongside an appreciation of Government developments in terms of Sustainable Procurement. Proven ability to work effectively in complex collaborative environment with significant experience of partnership working both internally and externally, and the ability to establish trust and credibility. Strong commercial awareness with an in-depth understanding of the funding and financial issues that influence and affect decisions. Experience in Contract & Supplier Management Project Management skills Change Management skills
