Lead Commissioning Manager Vacancy with Birmingham City Council

Hays Procurement are delighted to be partnering exclusively with Birmingham City Council to recruit for a Lead Commissioning Manager on a permanent basis, as part of a large-scale recruitment campaign. This role will sit within the IT and Data category and will primarily be focussed on the development and management of a robust commissioning framework across the category.

This permanent vacancy comes with a salary of between £49,498 and £61,269 per annum (dependent on skills and experience), 30 days annual leave plus bank holidays, hybrid working pattern and a generous pension scheme.

The Digital and IT commissioning team are part of and work closely within the multidisciplinary Digital and Technology Services (DTS) directorate, contributing to the transformation of public services for the UK's second-largest city. The team work across a multitude of areas, including hardware, software, infrastructure, networking, telephony, development, data and cybersecurity, and are key to delivering procurements within our major programmes and projects, to deliver essential services across Birmingham to over 1.2m citizens.

Job Purpose

You will be the reporting line for a team of Senior Commissioning Managers and Co-ordinators, taking responsibility for the procurement pipeline and efficient support of the relevant categories within DTS. You will be expected to advise on the overall procurement approach, identify savings and any opportunities for delivering value for money, playing a direct role in shaping the strategic direction of the procurement function. Not only will this role have oversight of the delivery of all procurement, both below and above threshold, but you will be responsible for the development of tender documentation and oversight of all contracts across the digital and technology categories. Embedding procurement best practice, including compliance, mitigation of commercial and operational risk and e-procurement system management, will be the responsibility of the Lead Commissioning Manager.

This role will report into the Interim IT Procurement and Commissioning Manager and would suit candidates from an IT procurement or commissioning management background, ideally within the public sector, who have managed full procurement lifecycles and have previous experience with both people and strategy management.

Key attributes for this role

  • Technical knowledge and experience; Considerable experience and detailed knowledge of procurement and commissioning management, as well as policy development and implementation. Exceptional IT category and commercial knowledge and experience, with a proven track record of managing a variety of complex procurements.
  • Public Sector exposure; Experience of working within the Public Sector and/or Local Authorities, including experience of defined Public Sector routes to markets.
  • Qualifications: CIPS or MCIPS qualifications or equivalent experience are required.
  • Regulatory understanding; Significant knowledge of Public Sector business processes and Procurement governance, e.g., procurement planning, commissioning, and reporting.
  • Interpersonal skills: Significant communication, influencing and negotiation skills, with a proven ability to build credibility with senior internal and external stakeholders.
  • Team and people management; strong leadership and team management skills and the ability to motivate a team, thus creating a positive working environment.
