Job Description

Under the direct supervision of the Senior Programme Manager - Immigration and Border Governance (IBG), the IBG Senior Programme Associate (Monitoring, Evaluation, Accountability and Learning (MEAL)) will be accountable and responsible for providing technical, administrative and logistical support for the development and management of the Monitoring, Evaluation, Accountability and Learning of the IBG portfolio in the IOM Denmark Country Office, including for the Danish Migration Management Programme (CAPACITY) funded by the Danish Ministry of Foreign Affairs (MFA). In particular, the incumbent will be responsible for developing and implementing a comprehensive MEAL plan for the CAPACITY programme in close coordination with relevant MEAL colleagues in COs, ROs and HQ.

Responsibilities

Core Functions / Responsibilities

Institutional and Operational support:
  1. Assist with the implementation of MEAL activities for the CAPACITY programme in IOM Denmark and target Country Offices by providing support and keeping track of compliance with IOM's Monitoring & Evaluation policies, guidelines and quality standards.
  2. Contribute to strengthening the monitoring and reporting capacity and processes of the IBG team in Copenhagen and review and analyse CAPACITY field updates, training reports, notes for file and other forms of qualitative data from IBG Danish-funded programming, including the Regional Migration Governance Programme (RMGP).
  3. Draft contextual analysis of qualitative and quantitative data and information received from country/regional offices to generate programmatic lessons learnt as relevant to the IBG portfolio; prepare and update presentations, reports, database/dashboards, and other forms of evidence-based documentation as relevant to the CAPACITY and other Danish-funded programmes, as required.

Risk Monitoring:
  1. Assist CAPACITY target Country Offices in the identification of risks during regular monitoring of project activities and monitor that such risks are captured in relevant corporate systems and communicated to the Senior Programme Manager IBG and relevant senior colleagues in country offices.
  2. Support the review of project-level risk registers and Danish MFA (donor)-specific risk monitoring requirements, as applicable to ongoing and new projects/programmes.
  3. Provide support in the preparation and updating of CAPACITY and RMGP's risk tracking mechanisms to stay abreast of cross-cutting risks faced in the regions of implementation.

Results-Based Monitoring:
  1. Assist with the development and review of IOM Denmark and other relevant CO's monitoring plans and monitoring data to identify potential data bottlenecks and required corrections in measuring results.
  2. When required, participate in field visits to facilitate smooth implementation of monitoring functions in COs with limited technical capacities.
  3. Review result monitoring frameworks and, when requested, assist with indicator definition, and amendments.
  4. Assist with the implementation and alignment of IOM's Strategic Results Framework (SRF), promoting the use of global indicators and MEAL tools.
  5. Develop and coordinate the design of standardized data collection forms, tools and mechanisms aimed at gathering qualitative and quantitative field data and improving the monitoring process of field activities, while developing and establishing an information management flow, reporting framework and data analysis plan.
  6. Provide guidance and support to country teams on the proper use of PRIMA and other relevant corporate systems for monitoring.

Evaluation, Accountability and Learning:
  1. Support IOM Denmark IBG team in keeping record of all data collection and monitoring & evaluation exercises implemented and planned in the framework of the CAPACITY, including in PRIMA, and assist with regular follow-up with COs for timely conduct and quality control. Store all data in the shared folder and ensure that information is up to date and easily accessible, and train programme staff on its systematic use.
  2. Assist with verifying adherence to IOM's evaluation protocols, guidelines, and templates, including the tracking of Management Responses of evaluations conducted in the framework of the CAPACITY and other relevant IBG Danish-fundings as required.
  3. Coordinate the data collection process and the overall data management activities including encoding, storing, and transferring data as well as processing, and support the analysis of the collected data and information.
  4. Assist with the preparation of other types of evaluative activities (such as project performance reviews and after-action reviews, external evaluations etc).
  5. Perform additional duties as may be assigned by the supervisor.

Qualifications

Required Qualifications and Experience

Education
  • Bachelor University Degree from an accredited institution in International Relations, Political Science, Security Studies, Human Rights and Humanitarian Affairs, or another relevant degree with at least 4 (four) years of relevant work experience, or
  • Completed High School degree with at least 6 (six) years of relevant work experience.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience
  • Working experience in the area of analysis and information management, project implementation, monitoring and evaluation, and administrative and financial tasks is a requirement.
  • Experience in the areas of Immigration and Border Management, particularly on topics related to legal identity and migration management, including on return and readmission, is a requirement.
  • Demonstrated experience and knowledge of working with UN/International Organizations or government institutions/organizations in a multi-cultural setting is considered an advantage.

Skills

  • Proven ability to establish and maintain strong working relations with relevant Government counterparts, international organizations and non-governmental entities.
  • Knowledge of Nordic donor rules and regulations (e.g., Denmark, Finland, Norway).
  • Excellent writing and drafting skills.
  • Excellent administrative, financial, organizational and coordination skills.
  • Good analytical skills, strong sense of details and accuracy.
  • Demonstrated proficiency with Microsoft Office applications, including Excel, PowerPoint and Word.
